Acting Constitution

I The Constitution
Cragmere, its Officers, and its peoples wish to clarify and codify the procedures by which this, our Shire operates. To this end, we have written the following Constitution specifying the methods which we employ to govern ourselves.
In all cases, this Constitution shall be consistent with Canadian Law, Tir Righ and An Tir Law and Corpora. If such conditions should ever arise where there may be conflict, these documents shall supersede this Constitution and the Constitution shall be amended to conform.
A. Changes to the Constitution
- 1) The Constitution can be amended or altered by the Shire of Cragmere at any time, provided:
- a) All proposed changes to the Constitution are sent to the Cragmere e-list at least one month prior to the Council in which they will be discussed and/or voted upon;
- b) No changes are to be made or acted upon without the approval of the Council.
- 2) Changes shall not be effective until such time as they have been announced both in Council and on the Cragmere e-list.
II The Shire
The Shire of Cragmere shall be defined by those geographical regions specified by the Kingdom of AnTir to be within the Shire.
III The Council
A. Council is the regularly scheduled assemblage of the populace which is held in order to discuss and advice on the governance of the Shire. Most issues are resolved by discussion and reaching consensus.
- 1) Issues requiring a vote are to be voted on by Cragmere members holding an SCA membership. Whenever possible, all decisions are made by consensus, falling back on a majority vote where agreement is not possible. Note that shire populace has a voice in discussions, but SCA members have the vote.
B. Council is called by and presided over by the Seneschal or a designated representative.
C. The members Council shall consist of:
- 1) All warranted Officers.
- 2) All members of the population who wish to attend.
D. Meetings of the Council shall be called as follows:
- 1) The date, time, place, and, if possible, a tentative agenda for Council shall be made public prior to Council's commencement.
- 2) A Quorum is defined as a majority of the warranted Officers.
- 3) Between scheduled Councils, Special Councils consisting of the Shire of Cragmere's warrented Officers may be held. Such actions must be announced at the next regularly scheduled Council.
IV Officers
A. Officers are expected to serve a two-year term; this may, with discussion in Council, be extended to another 2 year term, after which the Officer must step down.
B. Officers are expected to attend a majority of the Council meetings; missing more than three (3) in a row is grounds for dismissal. The decision to dismiss an officer will be made at the third Council by the Members assembled.
C. All Officers shall report on the state of their offices at each Council. These reports must be sent to the Seneschal and to the web keeper for publication on the Website. All Officers are responsible for all and any Reports required by their Superior Officers with in the SCA.
D. All papers (including official correspondence), tools of the Office, and regalia accruing to any office are the property of the Shire and that office and must be transferred in their entirety to any new Officer within seven (7) days of any change of office.
E. All Officers are required to meet with the Seneschal for consultation and determination of Shire Awards.
F. Appointment of Officers
- 1) The opening of an Office shall be made public by announcement at a scheduled Council, and through written announcement on the Cragmere e-list.
- 2) Persons interested in a vacant office opening shall have until the next regularly scheduled Council meeting to declare themselves a candidate for the office, in writing, to the outgoing Officer and the Seneschal.
- 3) At that Council Meeting the list of all candidates shall be made public, inviting commentary from the populace.
- 4) At that Council meeting or the next regularly scheduled Council, the Seneschal, and outgoing Officer will make a decision as to the accepted Candidate.
- 5) The accepted candidate shall become an "Acting" Officer until warranted. Copies of the new warrant and the Officers membership card must be given to the Seneschal for permanent files.
- 6) The name of the "Acting" Officer shall be made public.
- 7) Officers may select whatever deputies they require for the duration of their office.
D. The Officers of the Shire of Cragmere must consist of:
- 1) Seneschal(e)
- 2) Herald
- 3) Marshal
- 4) Minister of Arts and Sciences
- 5) Chancellor of the Exchequer
- The addition of Chatelain, Youth Chatelain and Chronicler are desirable but not mandatory.
E. Responsibilities of the Shire of Cragmere Officers:
- 1) Herald
- a) The Herald shall provide heraldic consultation or designate an acceptable deputy.
- b) The Herald will provide a Voice Herald for Shire Activities.
- 2) Marshal
- a) Within six (6) months, the Marshal shall attain the level of Junior Marshal in one of the following disciplines; rattan (heavy), rapier, or combat missile.
- b) The Marshal is responsible for maintaining the Lists, and Water-bearing services.
- c) The Marshal is responsible for keeping the Swan's Guard lists, and Regalia.
- 3) Chancellor of the Exchequer is responsible for enforcing and maintaining financial records.
V Events
A. Groups or individuals wishing to host an Event must submit a written proposal complete with cost breakdown to the Council. It is preferable to do this at least 3 months before the Event is scheduled to happen.
B. Post-event reports including finalized financial statements must be submitted to the Council at the next regularly scheduled Council meeting or no later than the Council following.
